I have a question about their payment format, if you go 2-3 months without paying, can you start up again at some point and pay as you go? Or do you have to pay for all those months you missed before you can start using the software again? So this question is for spotty users as opposed to constant users. Would the CS version be better for spotty users?

I have Elements 14, but the plugin I want only works in CC. I guess I'll have to look harder for plugins. I'm interested in Chameleon Adaptive Palette or something similar

Why not get a used copy of CS5 or CS6 somewhere?
I subscribe to nothing in regards to cloud software.
I ended up ordering Corel Painter Essentials 7, it's probably geared more for what I want to do, without spending big bucks
